Update 1, 6 August, 2025 (05:13 pm et): The Task Bar Overflow button lives in Android 16 Qpr1 beta 3, which suggests that it will be available in the next stable release of Android 16. When the desktop window is active, the button appears in the task bar, but only when showing more than 11 icons. Instead of showing 12 icons on the task bar, the Android Overflu stabilizes the first two icons after distributing into the overflow menu. When you open another app, the next app is put into the overflow menu after the divider, etc.
