Your mileage may vary, but it seems that at least a good portion of users should be eligible. The most disappointing thing here is that you can never be aware that this discount is also available to you unless you find yourself digging in your planning settings – we have not received any information for it. It can be very cute if Google automatically applies promo to eligible accounts, but we can at least understand why it can be refused to go.
