China wants to work together with other countries and describes its plans for global rule of artificial intelligence at the World Artificial Intelligence Conference (WAIC) in Shanghai. Prime Minister of the country, Lee Kiang, warned of “technical monopolies” and said that AI could be “a special game for some countries and companies”. In this way, he proposed the establishment of the “World AI Cooperation Organization” during the event.
Lee did not specifically mention the United States for talking about monopolies, but the United States banned the exports of AI chip to its country. NVIDIA had to prepare chips that are only for China and according to exporting rules so it would not completely lose the Chinese market. Meanwhile, Chinese companies like Huawei are developing their own AI system to fulfill China’s lack of access to more advanced AI chips from US firms. A few days after the Trump administration’s own Action Plan was disclosed, Lee also made the statement, trying to limit the state rules of AI companies, which aims to defeat China in the AI race.
The Chinese Prime Minister said that his country would “actively promote the development of open source artificial intelligence” and when China talks about AI, China is “willing to provide more Chinese solutions to the international community”. He also said that his country was eager to share AI technologies with developing countries in the global south.
“Currently, the global AI governance is still scattered. In countries, especially in terms of regulatory ideas (and) institutional rules, there is a lot of difference in terms of sectors.” “We must strengthen harmony to create a global AI governance framework, which has a wider consensus as soon as possible.”
